President and CEO

Sumeet is a recognized leader in the demanding arena of U.S. federal government contracting. With three decades of experience supporting national security missions, he has served as a trusted advisor to senior executives across the Department of Homeland Security, driving strategic solutions for complex, mission-critical programs. Sumeet brings deep expertise in delivering high-impact modernization efforts through performance-based execution and the innovative application of technology. As both an entrepreneur and an innovator, he has led enterprise-wide initiatives that generate measurable results and long-term value. He holds a bachelor’s degree in mechanical engineering from the National Institute of Technology, a master’s degree in computer science from the University of Maryland, and an MBA from the Wharton School of the University of Pennsylvania. 

Sonaal Luthra

Vice President

Sonaal has more than 20 years of multifaceted leadership experience spanning healthcare and national security. Her expertise lies in forging strategic partnerships, guiding business development, nurturing team culture, and expanding market presence. With an MBA from UVA’s Darden School of Business and a Bachelor of Science from Calcutta University, she brings a global perspective and a sharp business acumen to complex organizational challenges. Sonaal is committed to building resilient enterprises that align people, purpose, and performance. 

Steven Pugmire

Vice President

Steven brings nearly four decades of leadership experience across federal law enforcement, national security, and government contracting. He served in senior executive roles at the Departments of Treasury and Justice, and later guided mission-critical initiatives as a senior contractor supporting federal agencies. His background includes deep expertise in investigations, intelligence, and tactical operations, along with program oversight, IT investment strategy, and business transformation. Steven earned a bachelor’s degree in business management from Brigham Young University and a master’s in Economic and Strategic Studies from Marine Corps University. He also holds a PMP certification from the Project Management Institute. 

Jacqueline Chen

Chief Technology Officer

Jacqueline brings over a decade of experience in business process engineering, agile software delivery, automation, and data analytics. She focuses on driving innovation and operational efficiency through hands-on leadership supporting a variety of Homeland Security clients. Jacqueline is passionate about streamlining complex systems to deliver meaningful impact and actionable analytics. A graduate of Dartmouth College and the University of Michigan Ross School of Business (MBA), she thrives at the intersection of technology and mission-driven work.

Daniel Allen

Project Manager

Daniel has over 20 years of experience leading program management offices across both commercial and public sectors. He specializes in supporting government initiatives through strategic planning, technology solutions, and operational process development. Daniel has built teams for nationwide programs, matured program offices, and strengthened public-private partnerships. He is skilled at identifying key metrics and creating reports that drive policy and operational decisions, with a strong focus on process efficiency and program scalability. 

Outside of work, he enjoys skiing, golfing, and spending time with his family, though his golf game is still a work in progress. 

Dan Boyle

Project Manager

Dan brings over two decades of expertise in transportation management, logistics, and acquisition consulting across both public and private sectors. He has supported agencies within the Department of Defense and Department of Homeland Security to enhance logistics operations and streamline mission support services. Known for his collaborative leadership style, Dan focuses on aligning top talent with client needs to deliver practical, high-impact solutions. He is passionate about integrating proven industry approaches into government settings without compromising quality. Dan holds an MBA from Indiana University and enjoys traveling and spending time with his family outside of work. 

Alfredo Darquea

Project Manager

Alfredo brings over a decade of project management experience across government, telecommunications, advertising, and finance. He specializes in leading complex, multi-stakeholder initiatives, with a strong track record of delivering high-impact projects on schedule and within scope. At Constellation, Alfredo manages logistics operations requiring precise coordination and adherence to federal standards, while also overseeing a large team supporting programs within CBP’s Office of Field Operations. He earned a bachelor’s degree in business administration from Florida International University and a master’s in communication studies from the University of Miami. Outside of work, Alfredo enjoys traveling and playing flamenco guitar and percussion. 

Sequana Tolon

Project Manager

Sequana brings nearly 20 years of experience managing complex programs across federal agencies and academic institutions. Her background includes training and development, acquisition strategy, workforce planning, change management, and organizational communications. As a project manager at Constellation, she leads the delivery of a major federal contract, ensuring her team meets evolving client needs with efficiency and impact. Sequana is skilled at addressing organizational challenges and delivering sustainable, data-driven solutions. She holds a Bachelor of Science in Clinical/Community Psychology and Relational Communications from the University of Michigan and a Master of Science in Industrial/Organizational Psychology from Missouri State University.

Russell Trench

Director 

Russell Trench has over eight years of experience delivering software solutions ranging from full stack applications to automation and scripting solutions. Driven by a commitment to solving real-world problems, Russell brings a focus on creating scalable architecture, intuitive solutions, and maintainable codebases. In his role, Russell guides cross-functional teams in designing, developing, and deploying robust digital solutions that drive value and efficiency. Russell is a graduate from St. Mary’s College of Maryland and in his free time enjoys board gaming, rock climbing, and spending quality time with friends and family.
